I am having the same issue in Business & Hobbies - no mods.
Sim household lives in business lot and the option to 'load dishwasher' is greyed out and even the maid won't do the dishes.. have to manually drag dishes into trash, or click 'clean up' on every empty dish for the sim to do them one at a time!!

I am also having the same issue where my business is full of dirty plates I can't clean. To stop sims being angry about the mess I have to pick them up in build mode and store them in my household inventory.
For me what worked was making the my sink function set to 'all' rather than 'kitchen' or 'bathroom'. Sims went back to washing the dishes.
