Sims with Neat trait will try to fix their hygiene need by cleaning sinks

I have two sims with the Neat trait, everytime their hygiene need needs to be fixed and I click on the hygiene icon to make them do it, 7 out of 10 times they will go clean a sink. Cleaning sinks/surfaces only raises the fun need of neat sims, not the hygiene need. I usually play with autonomy off. 

Since that save file has mods, I tried creating a new save file with mods disabled + removed the mod folder from the game, put 4 new young adult sims with the neat trait + different combination of other traits (one of those sims had the same combination of traits as the one in my other save file) and play with autonomy on to see if they would still try to fix their hygiene need by cleaning sinks. They all did. 

The action seems to be more reoccurring when using the hygiene icon from the needs panel (which I always use for multiple needs so I find this very annoying) 

Why is cleaning sinks an option for fixing the hygiene need instead of the fun need?
