Sims won’t clean up dishes and will only do one item if told to do so

I have been noticing this as well! The save I've been playing lately has a few light mods and minimal CC, and it happens consistently-- they will pick up a single dish that I have directed them to clean and wash it, but not pick up any others.  However, I have tested this with a completely clean save (as in, had it regenerate and entirely new The Sims 4 folder) and played a new sim, and everything work as intended.  I've seen it happen with both simply empty plates/glasses and with plates/glasses that have also expired.  I'm still looking into what the common thread is.  I have so few mods and cc so that I'll be able to test it fairly quickly to see if that's actually the cause or if the issue goes deeper.
