So, I think this bug began after Enchanted By Nature patch.
Before this bug, sims rolled wants related to their skills, if they had the Gardening skill, they would roll things like Water Plant or Talk to Plant... with a caption like (For Gardening Skill). At the moment, trait-related wants, aspiration-related and so are working but not these coming from skills.
No mods involved.
