Social Butterfly: Can't 'Make friends with X children' with Incredibly Friendly

When a child has the trait "Incredibly Friendly", it makes the relationship bar jump from zero to "good friends" when greeting another child. This seems to bypass the "friend" state and makes the step "make friends with X children" impossible to complete in the Social Butterfly achievement. The same happens with the club perk, though this can be turned off by cancelling the gathering.

No mods, CC, or cheats used.

As a possible workaround, can you greet a Sim, ruin your relationship, and then become friends again from zero? Obviously, this shouldn't be necessary, but it might help in the interim.

Similar issue for the first childhood friend milestone. It is not granted when skipping the regular friends phase.
