I also get this a lot, especially when dumpster diving; random sims decide the best time to talk to me is when I'm rummaging around in trash, lol.
My game has mods, but I haven't turned them back on since the last update and they still come talk to my sims.
(PS dumpster diving is a favorite feature!)
