This is now happening on my Sims home lot. The gates are locked, No Trespassing options are set on the Front Door and it's a Private Dwelling. But my Sim has random conversations starting while she's tending to her horses, her dog and while she's cleaning up after them. There are strangers appearing at her gate or a short distance away and a conversation starts autonomously. The Goodbye option isn't always there and I just have to keep cancelling the queue. I got her to use Rude Introduction to one and then Go Away, but they stick around. She went into the house to get away from the unwanted chat. It's annoying as it will cancel other actions in her queue and replace them with chats.
