Time/Sim freezes while environment still moves

Hi! Today I was playing and my game froze twice at two separate times; I didn't take note of the first time as I thought it would be a one-and-done but the second time occurred when I was putting my toddler to bed if that was relevant (however I do know that I had infants during the first freeze).

During the freeze, my game entirely freezes - I cannot control my camera and nothing in my viewport changes. However, behind the frozen screen it seems like a menu appears as my cursor responds to the menu. For example, I can hit "Esc" and use my cursor to press the top save button (by dragging my curson down the middle and seeing where it changes from the cursor to the finger), however, my game doesn't actually ever save, it just has the cursor with the sand clock and just remains like that until I end the game with task manager. For me, this has only occurred in live mode. 

I am on Windows (fully updated) and my game is fully updated. No mods or CC.
