For me, simply traveling to Ravenwood (or living in Ravenwood) seems to cause the plant tooltips to disappear. Quiting and repairing the game fixes them. It's not really game breaking, except not being able to quickly see plant needs.
After returning from Ravenwood. No plant info when clicking on plant.
Plant info returns after repairing game.
