I am having the same issue, on both PC (with mods) and console (without) except this is happening when switching back to live mode from CAS or Build Mode. Started happening with last two updates, not sure if the Nature's Event is playing a part.
On PC, the better exceptions mod flags the error immediately when traveling, or switching to live mode, as a UI error (I do not have UI mods in the game). Have not tested if it is related to scenario, though both my saves on console and PC were running the Stuck in their Shadow scenario.
