Vacation time - No option to take time off

Matchmaker (10) & Mortician (7) are both missing the option for vacation days.
All EPs, GPs, SPs. No mods or CC.

Tried taking them off lot in case it was conflicting with off grid (despite generating huge surplus) & tested at a community park - did not gain option for either of them to take vacation day, but the matchmaker got the option to call in fake sick with the lot change.
The matchmaker was able to call in to take vacation during burnout in early levels. I'm not sure when it was last available. Mortician started at higher level because of Uni & has never had the option.
