I just found this post through the laundry list. The earrings look wrong and don't make sense. I do hope that sometime in the future some new earrings can be added for werewolves. Please don't remove the necklaces for werewolves. They don't fit perfectly but it is still nice to have the option. Werewolves deserve to get some new accessories every now and then. Also please, please leave the scarves.
Limiting werewolves to strictly only items from their own pack, without ever a chance of getting something new is so sad. Consider it a part of cross pack compatibility.
Edit I added a few pictures of necklaces that seem to be ok. Mainly those close to the neck

I have the same feelings. The piercings not from the pack can go since they only work for ears on the side of the head instead of the wolf ears. The necklaces, however, are nice to have. It's more of a variety compared to the 4 necklaces you get with the packs, with 2 of them base game variants that are made to fit the beast forms. I'm not too bothered by the necklaces and their sometimes clipping because, like you said, it's nice to options.

I am with you, what SHOULD Happen instead of removing them. is creating a REFIT of them so that they DO Fit Correctly on Werewolves. the answer is NOT to Lessen the customisation that Werewolves have access to, and depending on how you disable it. you risk hurting Content Creators that can sculpt items MEANT for Werewolves, that fit in "non-traditional" categories, case en pointe hats, hairs, etc that are made SPECIFICALLY for them. , I don't have high hopes for this change sadly. I can tell you, I'm probably going to pick up The Sims 4 Studio and Re-Enable those items. even try to Re-Fit some of them if I can. we need MORE OPTIONS NOT LESS.
