Also experiencing this. Had a child removed that I intended to be added to a different family for a storyline. When I added to the new family via transfer households, I could modify outfits in CAS but not relationships, even with "CAS.fulleditmode on." I had the adults in the family select the "adopt as care dependent" action, which was confirmed via pop-up and increased their interactions with him, but still couldn't select the new child. I tried the "remove from family" shift click option so that I could try using the "add to family" one. However, when I selected "remove from family," the child disappeared completely and could no longer be found anywhere in manage households.
