Child sim was taken away from original family by social work and per the update went into the household gallery - I placed with a new family as foster parents but now playing as this family the child...

After the last update in which the babies/ toddlers/ children who get whisked away due to neglect and now appear in the gallery are not playable after I transferred them to another household. I have tried moving the family in and out and between different lots and every time I play, the only Sim who is playable is the adult but not the kids. The kids appear gray and I can't click on them.
I was excited for the update because essentially it means the kids who get taken away don't just disappear anymore, but can be "adopted" into a new family via transfer. However, seems there's a bug.
Does it happen to anyone else?
