Yes, I pay annually for the premium PSN plus.
I am connected to both my internet and EA. (If I wasn’t connected to EA I wouldn’t be able to see the gallery.)
Regardless of have a PSN plus account.. the sims is still fully accessible without one.. on both Xbox and PlayStation.
what’s not accessible without an PSN plus or gamepass is the CLOUD. Which only impacts the Sims when you need to retrieve a save you’ve accidentally overwritten or if you’re switching from one PlayStation to another PlayStation and want to transfer your saves/data from the game smoothly.
An internet connection is needed for updates and gallery access. You must be connected to your EA account via the game on your system.
Thanks for trying… I get it … these items should be visible for me to claim. A simple solution would be to ensure I’m connected to both the internet and EA.

Hey MamaRockit, thanks for providing all of that information, it really helps us dive into these issues when we have as much info as possible.
Just for clarity, you do not need a PlayStation+ membership to access these free Maker Packs, we were just looking for any commonalities to provide the investigation teams to give them the best starting point for investigating why some players were unable to see these items. I'll edit my original message for clarity!

I’m going to try again tonight. There was one page that would not scroll down but I’d like to triple check that so I can be more specific for you.
the UI with a controller is problematic sometimes.. and in some parts of the UI scrolling can be difficult or impossible. (The previous event UI for example)
If you attempt to claim the free marketplace items via the main menu where it says “claim now” (it was the third/bottom Ad box) it takes you to the marketplace but not to the items. It’s like they are not there.
