I have been chatting with EA Support about a month and their conclusion of this error is that I should ask the community for a fix (funny doesn't it ?)
In short, after every repair, reinstall there is no sign of this Javelin error to go away. Not in particulate WRC but every EA game that uses Javelin can't start is, even manually I can't start it from Windows Sevices (see attachment below).
I got this error after swapping an nvidia card with an AMD one, I did a DDU before installing the new card, so in my view I did everything to work. Every other anticheat service works only this ""very"" good one called JAvelin can't even start it self.
I am on the latest WIN11 version 24H2 no beta versions.
Any ideas for a fix ?

im gonna take a wild guess and say a windows reinstall might fix it but im pretty sure you dont want to do that just for one game.
And you are right, for this I wont reinstall a whole system. Ea should fix it’s product.
The worst part is that EA support is literraly doing nothing, just asking me to wait for a miracle fix and putting me in hour long waiting queues.
Turn off any application running in the background, like raze synapse in the bottom right corner of windows. My problem was curseforge blocking the game from launching.
Already did that. The only thing that I couldn’t fully end is the bulit in AMD software. That one could cause issues but why is it my falut that EA can’t fix this ?
Yeah, small indie company... They got great devs but terrible management.
Same issue. I have the issue intermittently; I was able to play earlier this year but bug came back a few days ago. I think it's related to either windows or graphic driver updates. I also went from an nvidia to amd card, also ddu'd all the nvidia drivers out. Last time this happened, the game just started working again out of nowhere. This game is pretty much not supported by EA anymore so all we can do is wait and hope it gets miraculously fixed until the next time it breaks. Shame this game did so poorly, if it was actually a well made game maybe some motivated modders would have figured something out by now.
It's time for a switch to Assetto Rally and never buy EA games again for real world money....
I found a fix for myself but won't work for everyone, I have a local dns server (pihole) that was blocking gateway.ea.com, unblocking that address allowed my game to start working. I checked '~/AppData/Local/Electronic Arts/EA Desktop/Logs/' , cef.log and IGO_WRC_XXXX.log indicated a network issue. Hopefully this helps someone who might be running pihole or another local dns server with address blacklists
I will check on that, in the past I used Pi Hole and had zero issues with Javelin, but who knows ?
