Why are we reducing loot throughout the map just to solve hot-dropping being a problem? not only does that happen only in the lowest ranks and casuals, you can opt to stay out of it by not hot-dropping anyway.
Then think about the repercussions of this. In every match there is a distribution of player skills, some are significantly better than others. Those that do usually end up killing alot of players. Now that it becomes difficult to organically obtain purple and gold mods, players who dont get the chance to kill teams will have absolutely no chance against the ace teams as they not only have less evo levels, but also underpowered equipment. In short, it's just going to lead to more pub stomps.
Lastly, by reducing number of arsenals, players are now again stuck with more random selection of weapons, which if you recall was a problem in the first place because not all weapons are good for every situation. One player can be stuck with only shotguns or snipers in a close range map and end up being screwed the rest of the game. I have no idea who is doing the balancing but this does not seem like a good solution to a perceived hot-dropping "problem".
In the first place, why was it even considered a problem? Was there proper analytics involved or surveys with appropriate distribution of players spectrum? Is there a proper separation between EA game design "wants", vs player "needs"?
