possible fix: if you have a 60hz monitor, most laptops do, go to origin - my library - find apex, right click, game properties - disable origin in-game - advanced launch options - copy and paste
| -refresh 60 -GameTime.MaxVariableFps 60 | - save - restart origin (make sure you didnt change any nvidia control panel settings connected to vsync) hope this helps

    Can you guys try something..  If you still have stuttering, try this.. In a match, try changing your game resolution, play for a few seconds, then switch it back to how it was.  I have this strange issue in Burnout Paradise remastered, it will stutter, even at 60fps it will periodically drop below that, but I can fix it by toggling the resolution from 1440p to 1080p then switching back to 1440p, it temporary fixes it until I restart the game.  This may or may not work in Apex, but hopefully worth a mention.
