Lifeline BATTPACK perk + Gold backpack not overlay

BATT PACK perk: +1 Shield Battery stack limit. Shield Battery count shown on death boxes.

I think choosing this perk and equipping the golden backpack should allow me to carry four Batteries per stack.

Is this a bug? Or is this a normal game setting?
