Auf Nexus Mods gibt's einen Fix dafür.

"If you are having trouble getting your DLC to work, or if the game is preventing you from loading a save because it says you don't have DLC installed that you definitely do, this is the fix.

Something about how DA:I detects that you have the DLC installed gets irrevocably messed up and that problem lives in the ProfileOptions file in your DA:I save directory. Replacing your broken file with a copy from a PC that doesn't have the issue is the only fix for this issue."

Scheinbar wird die Profildatei Zerstört.

Im Savegame Ordner muss man diese Profildatei mit einer von einem PC austauschen, bei dem das Problem nicht bestanden hat.
