Have you tried booting ps4 in safe mode and doing a Defrag or A Rebuild Database. This solves a lot of issues, could be a ps4 hard drive problem not reading game data because it's all scrambled wrong so it may need a defrag.
This options helps Slow in-game loading times, PS4 disc drive issues (not reading a disc), Sluggish menu navigations,Stuttering during gameplay and cutscenes.
I will give you a video to help with rebuild database and then take it from there. Please provide as much details. Do you own disc or digital copy, know about setting dmz on router? What system are you on Ps4 Original, Ps4 mini Ps4 Proor Xbox one or Xbox One X.
