Allied footsteps are loud, but I can't hear enemy footsteps at all

I have also frequently noted missing footstep audio on enemies that I would expect to normally be able to hear. The positional audio is also lacking when footstep audio does play (it's impossible to know where they are in a building for example) and I have very good headphones with Dolby Atmos.
