Apex Causing Full System Crash - Blacks Out Screens/All Peripherals/LEDs

At first Apex crashed while in-game - a loud screeching sound would happen and the entire PC would lockup with the only option to hard shutdown. Supposedly, realtek drivers were responsible as they conflicted with NVIDIA audio and windows audio drivers, so I completely removed realtek drivers.

Now, I don't get a loud screeching anymore, but the game also crashes simply at the main menu. The game freezes first, then after a brief few seconds BOTH monitors go black, all peripherals fail (keyboard/mouse RGBLEDs) - but the computer remains on as the fans continue and the LEDs in the chassis do not fail. I have cleaned all parts, reseated RAM/GPU, reset CMOS batt, and reset BIOS to default.

I have received the following BSODS as well:
dxgmms2.sys failure (irql_not_less_or_equal)
Clock Watchdog Timeout

I am on the latest NVIDIA driver: 512.59  WHQL (the crashing started with 512.15, and I updated to 512.59 and the crashing continued, so rolling back graphics drivers would be pointless and clearly isn't the issue.)
Event viewer shows NO NEW ERRORS.

Specs:

MSI Z390-a PRO
RTX 2060
i7-9700k
32gb G.SKILL (3200mhz) (yes I understand it's incompatible with my CPU, I have tampered the speed in BIOS to 2666 which is compatible, I have run a memtest and have tried both XMP off and XMP on)

Tried SFC scans, tried a clean install of video drivers, I turned off fullscreen optimizations for apex and the easyAC app.
I ran temperature tests, GPU/CPU benchmarks (high stress, 300fps, no crashing.)

Apex is the ONLY GAME THIS HAPPENS WITH.
