I did some research into your issue, and what I am finding is that this is probably unfixable. The SOURCE engine, which Apex is built on, has a reputation for reinstalling this layout across many games. As such, it is probably not something fixable by the devs either, since it would almost certainly be tied to the core libraries of SOURCE.
What you could employ is the WINDOWS layout shortcut (customizable) . This key bind allows you to switch layouts quickly. You would have to do so every boot of Apex Legends.

I have been playing Source Engine based games for almost two decades. Apex is first and only one to do so, so it's not inherently Source Engine based issue, please do not spread misinformation.

Yeah I realize now that’s kinda poorly stated. What I meant was the customized version of source that Respawn uses for the Titanfall/Apex engine. I probably should have clarified that in my original post. I’d personally experienced it with TF1, and so had a friend of mine, so I extrapolated that since the engine build has remained fundamentally the same for the games.
