@Krilleex Can you try power cycling your router and see if it has any effect? Also if you connect via wifi, can you try using a cable and see if anything changes?

@EA_David This is not a network issue. It feels very much like graphics issue. Whenever this happens it continues in the lobby, the background lags just like in the match. Sometimes it even starts in the lobby. I'm pretty sure the lobby graphics are network related. I've also tested my ping and network speed and it is good. With other games like Black Ops I've never had this problem.
@Krilleex If your movement is smooth and other players aren't. that's very indicative of a network or server issue. If it were an issue with local performance, you would not appear to run smoothly. If you can grab a clip of this happening that should be more helpful for figuring out what's going on.
The detail about the lobby is certainly interesting though, can you grab a clip of this happening too? I know in some cases network conditions can affect the lobby but I'd like to know a bit more to be sure.
As for the network, ping and network speed are less of an issue in this case than potential packet loss, but again I'd like more info.

As you can see the lag continues in the lobby and in the pre-match lobby.
My own movement is usually smoother than this but the FPS dropped because I was recording with fraps. It usually runs with 144fps.
As you can see there are no packet losses.
