im having the same problem changing video settings

Are you playing through Origin, or are you using Steam?
Having the same issue Apply settings button not appearing after the last update through Origin
I'm using steam and my monitor is an Ultra-wide monitor, the Apply button used to be just below the settings options and now it is all the way to the side/edge of my screen. So I don't have the same issue but I wanted to add this info in case it helps anyone.
So maybe change your resolution and see if it shows up. Maybe its just shifted all the way to the side.
