What happens when the bug occurs? Lighting effects from a sign show through the the geometry of the wall if viewed from certain angles on the other side.
What should be happening instead? The wall should be solid.
Steps: How can we find the bug ourselves? Walk towards the building (from south to north) and look through the second floor window. Strafing left and right can get you a better view of it.

Occasionally visible through smoke, so may be possible to use the glitch to see enemies moving in smoke in that location as they pass between the player and the glitch.
