Bloodhound Scan Not working

The scan only works in the direction you are facing when you activate it, in a kind of a triangle/arc shape out from your character. So it seems like the closer you are to an enemy the more likely it is to miss them because they could be more to the side of you. If you're standing next to a hostile but they aren't in front of you they won't get picked up. The scope of the scan is more limited than I think it should be especially closest to bloodhound which is when you want it to work well. 

I definitely think this should be reworked and explained some so it doesn't trick you into thinking there is no one close to you. 

Also this is why it doesn't pick up the people that shot people from behind because they probably aren't in the scope of the scan it was done.
