    @jordanxc33 Just to let you know this isn't a bug as in Season 23, Respawn had made it possible to craft teammate's banners, (even without a Support member in the squad).

    "Support Legends will still maintain access to extended supply bins (blue bins), however, in the spirit of support, banner crafting is no longer an exclusive class perk and instead will be accessible to all Legends." - Season 23 [From The Rift] Changelog

@jordanxc33 Just to let you know this isn't a bug as in Season 23, Respawn had made it possible to craft teammate's banners, (even without a Support member in the squad).
