Do you recall which legends your squad members were using?
There was a change made previously that allows banners to be crafted by anyone if there's a support character in the squad, rather than only by the support character.

As far as cheaters, if you don't get the chance in-game you can report them using the webform here: Report players for cheating, abuse, or harassment
The Other Options > EA Help section has the steps to reach this webform.
