Bullets Hitting and Not Counting or Counting but Math Doesn't Make Sense

@TheCelticWillow what stopped me is this "The only thing I can figure out is that if it is a higher level player " .
i always have the same feeling , when encountering a pred or someone similar he will be very hard to kill even if your movment was same as good and you hit all your shots .
honestly i really ...really started to suspect it's an hardware advantage .
for example am a console player playing on first edition PS4 , i feel that if someone is playing on the pro edition will be having an advantage over me specially with the higher resolution
