Cannot Purchase Skin Packs for Event "Core Item Already Owned"

What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. Attempting to purchase skin pack

What happens when the bug occurs? It says "Core Item Already Owned" when attempting to purchase a skin pack for a alternate of a skin I do not have.
What should be happening instead? From prior experience, it should discount the item and allow purchase of the skin.
Steps: How can we find the bug ourselves? Take my money and let me buy the skins please!
This seems to be a bug as even the large pack on sale in store is not purchasable for me because i own the skins from the first Halloween event.
