This has now been reported to the team and is currently being tracked.
After months this is still a universal issue.
Looks like fix is in progress (https://trello.com/c/C5aCvytf/552-no-v-sfx-player-for-allies-on-legend-select-screen), so hopefully this will be resolved when the next season launches.
