Found the solution.
Windows wasn't allocating ram correctly. fml this is embarrassing.
This is what I did:
- open file explorer
- right click this PC
- click properties
- advanced system settings
- click 'settings' under performance
- advanced tab
- Virtual Memory (change)
- untick automatically manage file size (set custom)
- min size 4096 max size 12800
- click set
- restart computer
This has reduced the frequency of the DXGI crash but it still remains. It is considerably less however.
