Event packs cannot give you heirloom shards on their own, and they do not count towards the 500 packs.
Getting heirloom shards through an event does NOT reset the counter.

In the past, EA has investigated multiple occasions where players like you, @Cryptonic64, have posted that you should obtain the heirloom shards.
Never has any bug been found with the count. In every single case the player did not meet the 500 pack requirement yet. See EA reaction below.
This is a topic we see come up every so often. We've sent some reports like this up for investigation several times in the past, and in each case it was found that there just weren't enough eligible packs opened on the account to trigger the bad luck protection.
As far as I know there are no bugs, and the bad luck protection is working as designed. If you haven't yet received any heirloom shards I'm afraid it means you haven't opened enough packs to trigger it. Keep in mind, there are some packs that aren't eligible, such as event packs.

I see those reports as well, of course. And there are so many players reporting that there is a bug or that something is off.Community managers are also aware of this, as they have replied to different threads on this topic already.
I hope a developer comes forward and comments on this hot topic soon, hopefully coupled with an investigation.
The best way of preventing this whole situation is if Respawn implements an Apex Pack counter, which displays the current packs opened after the last heirloom.
If something ever goes wrong, it is very easy for players to see (counter shouldn't go above 500 because of the guarantee), and players have better proof than the current loose claims of "I opened x packs and should have it".
- 5 years ago@DYSPROssium That is a good way to prevent it however what about the people who have overspent and should have got a heirloom on their 100th pack opening totaling up to 500 rather than their 300th pack opening totaling up to 700? Will their money be eaten. I'm not sure how respawn will compensate the people who have overspent without the guaranteed heirloom, I am one of them.

If there is a bug that resets the counter with the event, then I hope that people who spend money on the event will be compensated. For example, they grant those players heirloom shards.
This is of course pure speculation. I've no idea how they would compensate people. A refund may also be an option, but IMO less likely.
And firstly, they have to actually determine that there is in fact a bug.
