Your test looks ok. Does your CPU usage spike when this happens? I'm wondering if somehow the other players around you are difficult for your PC to render.
I'm not sure but I don't notice high CPU usage before or after entering a match, I'm not sure about the usage when enemies are near because I don't really have time to check my CPU usage mid fight, I have Intel core i5 4th gen so I wouldn't be surprised if it is the issue even though in the minimum requirements for Apex it says that my CPU is above the recommended. But even if it was difficult for my PC to render players, this doesn't solve the main problem which is why the high ping, if anything difficulty in rendering should cause fps drops not ping spikes.

Do you have a dedicated video card? If not, even though the CPU is high enough, using it to handle video as well might be an issue.

Yes I do have a GPU I have GTX 960 which is good enough to run the game on medium settings, and I also have 16GB RAM, so in terms of PC setup I have all the minimum requirements to run the game on medium settings to give me an average of 60+ FPS and I have a good internet that should give me 70-80 ping average, so I don't think the problem is from the hardware since there shouldn't be any problems for my PC to run and render players
