lobby had lots of Gibraltar characters standing together not moving

What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. the only thing i did different was try another server to see if id have a easier game in another region (Hong Kong) server

What happens when the bug occurs? i landed out of the drop ship near the obstacle course looted up and headed into the canyon area and saw a lot of dive trails there was a lot of gibralter characters and 1 or 2 lifelines some were moving and using their q's but most were standing idle. i threw a grenade and a thermite and killed some of them before a octane showed up and killed the rest of them. i shot at him but he just evaded my shots and ran away til the end of the game killed me and when i respawned i killed him and won the game my next game was normal and fought real people
What should be happening instead? a regular game with actual players
Steps: How can we find the bug ourselves? im not sure. my next game was fine and didnt encounter what happened above. im sorry if this isnt the appropriate place to report but i had trouble finding a place to report because this was a very odd encounter
sorry if this isnt the right place but i encountered a game where there was a ton of gibraltar and a few life lines standing around together, there was 2 regular players a octane and wraith i encountered but everyone else was just standing still and using tactical and ultimates and punching standing in place. the only thing i did different was choosing a different server region (Hong Kong),
the next game was normal
