Same issue for me on PS4 Pro. Internet is fine (I'm on Fiber 70), yet I get stuttering frames, and odd lag-related behavior despite relatively low ping (30-40 MS), such as the inability to sprint consistently (i.e. I have auto-sprint on, yet need to constantly input the sprint button because my character stops running every few steps sometimes).
I've been experiencing this in all game modes.
Also: I should point-out that when I load the server list from the main screen, Oregon GCE1 usually has the lowest ping for me (around 28 ms), but everytime I connect to that server (or any other) and enter the actual lobby (I mean the screen from which you can start to search/queue into a game, browse your legends, weapons, etc.), my latency is at a constant high of 150-200 ms or higher. Not sure if this is related, but it seems odd.
