I've not seen any reports of this issue before. Could you check out your controller settings and see if the melee key is mapped to something else than the one you normally use?
The description you gave with the bug report does not quite match with the video you provided. The "bug" seems to happen even before you empty the magazine.
From the video (skip to first 1:20) it seems that in a hectic moment melee got activated instead of reloading, but it seems odd that you wanted to reload while still having 4 shots in the shotgun. Are you sure you did not accidentally press the wrong button? Does this issue occur to you when you are not in a fight but just standing still?

Hmm, my controller settings are on default. It’s happened to my friend many times as well. Its why neither of us use the peacekeeper anymore. Here is another clip of it happening to me. https://gamerdvr.com/gamer/i-neon-wolf-i/video/77105203
This happened to me twice in one game a few days back, had never encountered the issue before and i have not since though. Very odd. O.o
