Mirage Heirloom Banner animation bug with legendary skins that change his face

What happens when the bug occurs? Mirages Heirloom banner pose does not animate his face at all when mirage is using a legendary skin that uses a custom face (mustache, beard, ext...) I've been told to set the model detail to maximum to fix the issue but that only fixes half the animation, the first half still does not animate.
What should be happening instead? The animation that I payed for should play completely

I made that video because I am just so frustrated that I payed a huge amount of money to buy ever item during the event it was released only for the thing I payed for to be 'defective'
