Happened to me and this fellow on reddit, and it seems like it is from having your shield shot out, but the game still thinks the shield is held when a teammate picks you up.
Ughhh I just had the same issue a few matches ago on the PS4 , It hurts because my squad made it to second place despite my running speed being crippled to that of my downed speed way earlier in the match . It happened after I was downed and revived several times in a short span and no amount of unequipping and re-equipping, crouching and uncrouching would reset it .
