there is that one host with 100% loss but the connection troubleshooting page says it should be fine
So mine was much worse then yours by the looks but you still get the issue. From my experiences working with could databases and different systems, I would say this is an issue at their server end. Like some status linked to the account that is out of sync or not updating.
Although I could be wrong. The evidence does seem to suggest a server side issue and not a player side THAT HAS EXISTED SINCE DAY 1.
