Player can shoot while downed (old1)

What happens when the bug occurs? When receiving a downing shot (from a pathfinder player using a R99 I think) at the very moment wraith phases out (after initial animation, right before screen goes black and white) I got into a downed state where I could use my weapons and cycle through them. I got picked up and downed again, this time in normal conditions BUT I could still use my weapons. I confirmed the weapons were working and not just a graphical glitch by downing an opponent (sry mate).
What should be happening instead? Wraith should not use her weapons while downed.
Steps: How can we find the bug ourselves? Shoot down a wraith player when she is just about to void jump, probably with a good amount of latency added. I'm suspecting the damage from the final shot is registered when wraith is in void state, and when she comes out of it the usual thing would be "Restore wraith's ability to shoot". Basically latency probably makes wraith able to die while phased out and this case isn't handled as she shouldn't be able to take any damage there. Now I don't know why this bug persists even if you are revived and downed again.
