Player can shoot while downed (old1)

What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. I was downed and when I hit right trigger for the knockdown shield I somehow shot and killed an enemy instead.

What happens when the bug occurs? When I first got downed and respawned I could not swap guns or use grenades. Sometimes my gun would vanish, but I discovered wraith mode made my gun reappear following the animation. I stuck with one gun but was later downed again. I turned to the enemy and pressed right trigger for a knockdown shield. Instead I fired bullets from my gun, killing the enemy. I was respawned and did not die again, but the problem with not being able to change weapons/grenades continued. We won the match, so I feel pretty awful about the situation since it felt like a cheat.
What should be happening instead? I should be able to switch weapons and grenades and when I’m knocked down I should have access to my knockdown shield, not my gun.
Steps: How can we find the bug ourselves? When I died the first time I was firing a g7 scout at an enemy in artillery. Not sure if/how that caused the issue but that’s the only thing I’ve got, I’m afraid.
