What happens when the bug occurs? Players tap strafe in game. Coming back to the game it has been incredibly frustrating, partially because I had to google what it is to know what was going on. It also creates friction when playing cross-platform with my friends, who do not want to que with me because we are put in PC lobbies with tap-strafing wraiths. My main complaint is that if you don't go look up a youtube tutorial, there is no reasonable way to learn how to tap strafe. You cannot do it with the default keybindings, or on controller. In a game with fully customizable controls, you should not be locked into specific keybinds in order to do the most powerful and annoying movement technique in the game. But more than any of that, there is not tell for it, so missing your shots while someone tap stafes does not feel like you played poorly, but feels more like you lost to a hacker doing movements that do not make sense.
What should be happening instead? Rework it to make it more accessible and understandable, or remove it entirely
Steps: How can we find the bug ourselves? Play any game mode. This is not a technoque that is only at the high level any more. I see a number of people in my bronze/silver games doing this, and it is incredibly frustrating because there is not counterplay, and it doesn't feel good to play into.

Tap strafing is not a high level technique. It has proliferated to the low levels of your game and (as a said above) makes the game feel bad to play for anyone who plays casually, who realistically will have no idea what is going on. Playing into tap strafing feels like you are playing into a hacker from a casual perspective. I understand that there are players who really enjoy movement, but this being in the game kills the experience for more casual players, where you dont feel like you lost because someone was better than you.
