Racial slurs in chat from random person

What happens when the bug occurs? I saw a chat message of racial slurs from someone that I have never seen before, not in my club or my friend list, with a full squad who has also never seen him before.
What should be happening instead? I should not be seeing racial slurs from random people in chat.
Steps: How can we find the bug ourselves? I have no idea how you would replicate this bug.

I would love to be able to report this person, but considering I never actually interacted with him I could not directly report him. I could not find a profile that I was sure was this person, but if you can figure out who it is I would like to see him punished appropriately. I attached an image of exactly what I saw in-game.
