Rampart's barrier doesn't work

Ramparts barrier has serious issues deploying for me, I have to reposition and click many times when trying to deploy her barrier. 
I have been maining her for about a month and yes I understand that barriers don't deploy when red.
This is happening on fairly open ground like the hill outside of Train Yard tunnel on World's Edge.
Might be related to latency or server sync? Or Is it still unable to tell you when it can actually deploy on slopes?

Playing Rampart so awful now, the time to switch between barrier and weapon is mind blowing. You have to consider the barrier won't deploy when its showing blue 90% of the time.
I have been completely blinded sided so many times in the last few days, clicking to deploy a barrier, and nothings happening, than I have to madly dodge whilst switching weapons because the barrier didn't deploy and therefore MY WEAPON IS NOT SWITCHING IN. Sitting duck, with no barrier and no weapon! 
So there is a huge delay and pressing decision of: Do I keep PRAYING to deploy this BROKEN BARRIER, or just switch to a weapon, so I can actually shoot in the next five minutes?

Please, someone actually look into it.

If you can't fix broken deployment of barriers, please consider modifying weapon swap from barrier speed.
It feels very much like the game is cheating me every time I play her.

Rampart not being able to use her walls is a serious problem. Her ultimate isn't applicable to 90% of situations, so this is all she has more than most of the times.

Same!!! I thought it was my fault but I am checking if it is red, or on cool down but nope.. It just doesn't drop sometimes and its frustrating, since she feels weak anyways

I don't know if @WolfenXIV has responded to you, but I have had the same thing happen to me on World's Edge. The location where it happens are places that aren't perfectly level like inside a building, but on uneven ground outside. However the uneven-ness hasn't stopped the Amped Cover from deploying in the past.

I wonder if this is something to do with the angle of the terrain. Does it seem like this is always happening when you are trying to deploy the barrier on a sloped surface?

I have also noticed that Rampart's Amped Cover does not work in tunnels, notably the tunnels underneath the ends of the Phase Runner on Olympus and in the train tunnel underneath Overlook on World's Edge. There is enough room for them, but the cover is red when trying to place it down.
