Rampart's barrier doesn't work

Which part of the map or menu were you in? If you don't remember the exact name, please describe the area or what you were trying to do in the menu. Most of World's Edge and many places on Olympus. Olympus: the tunnels under the exit/entrances to the Phase Runners is on place I remember specifically. When on open ground in World's Edge, there seems to be intermingled pockets of areas upon which can and cannot have an Amped Cover deployed. Usually on uneven ground, but sometimes on flat surfaces as well. In one area it is allowed, and a few feet from it, it is not allowed, even though both are on open ground with nothing nearby.
What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. Trying to use Rampart's Amped Cover

What happens when the bug occurs? When trying to deploy Rampart's Amped Cover, the transparent indicator of where your cover will be placed shows up red and the cover is unable to be deployed in areas where there is no reason why the cover should not be deployed there. These areas are in the open and there is nothing obstructing the building of the cover.
What should be happening instead? Rampart's Amped Cover should be deployed anywhere that doesn't lead to an exploitation, which is virtually anywhere.
Steps: How can we find the bug ourselves? As Rampart, go to Olympus and try to place an Amped Cover in the tunnels underneath the exit/entrance to the Phase Runners. Also, on World's Edge try to place an Amped Cover in the open, usually on uneven ground.
Before the Fight Night event and around the time season 7 launched, Rampart's Amped Cover indicator would show up as blue and able to deploy, but didn't actually deploy. Now the indicator correctly indicates where the cover can and cannot be placed, but almost all of the locations for which the cover can't be placed now are places where the cover should be placed. I have checked the bug tracker Trello and this issue isn't on there. I would LOVE to know that the devs are aware of this and are working on it. Until then, any attempts to make Rampart more viable would not be successful until this issue is fixed. Thank you!
