I have found a solution to this problem as well as the root of it. My issue with apex as well r6 was the direct result of my ps4 setting my date back to 1/1/1970 ( I did not do this) and by going into setting and manually changing the date and time, this problem will no longer occur. 

It first came to my mind when i tried to access and external website to which prompted ( something in the lines of you need a "certificate of verification")
