Reworked lifeline tac wont go on CD or heal

What happens when the bug occurs? I can attach DOC playing halfline to me or teammate but it doesnt show up and doesnt heal, moreover cooldown cant reset and for two minutes i wasn't able to heal myself nor my teammates i couldnt use ability for 2 minutes and then my squad died and me as well
What should be happening instead? I should be able to send DOC to heal someone or at least it should've ended so i could use it next time
Steps: How can we find the bug ourselves? maybe use doc on yourself, get knocked down and use a octane's trampoline to jump, after that when teammate picked me up i wasnt able to use DOC anymore (it was around 10th-12th minute)
